CAP DAY 4: "ARO" ANTI ROAD OBSTRUCTION

Anti-road obstruction are measures or devices used to prevent or reduce the impact of road obstruction or barriers. Physical barriers, such as guardrails or concrete walls, as well as operational measures, such as traffic control systems or road signs, can be used. Anti-road obstruction are intended to improve road safety and prevent accidents, particularly those involving vehicles leaving the road or colliding with obstructions.

Several laws and regulations aimed to prevent road obstructions and to ensuring the smooth flow of traffic on the country's roadways. One of the primary laws related to road obstructions is the Philippine Traffic Code, which lays down the rules and regulations for controlling and regulating traffic. The code imposes penalties on individuals or entities that cause obstructions on the road, such as illegally parked vehicles and other impediments that block the flow of traffic.

The cadets of MASIDTALAK Class 2023, specifically those assigned at Baguio City Police Office- Traffic Enforcement Unit participated in the OPLAN ARO (Anti Road Obstruction) together with PCPT JASON BASINGA, Deputy Chief, TEU , under the supervision of PLTCOL ZACARIAS DAUSEN,C, TEU and leadership of PCOL FRANCISCO BULWAYAN, CD , BCPO. This is conducted to address the problem of the City on traffic due to illegal and other illegal obstractions along public roads and highways within the city.

This is in line with Mayor Benjamin B. Magalong's 10 point agenda on Aggressive Traffic Management, prohibiting the parking of any motor vehicle in front of curb cuts or obstructing such portions of roads and providing penalties for violation thereof. Additionally, this is to prevent the parking of motor vehicles in front of curb cuts or obstructing such road and sidewalk sections for safety reasons and to protect the safety of people with mobility disabilities when using portions of the sidewalks designated for their use.

To alleviate the City of Baguio's heavy traffic, these roadblocks, particularly illegal parking, must be removed. As a result of their actions, the Traffic Enforcement Unit confiscates their plate numbers in accordance with Baguio City ordinances on Anti-Road Obstruction. The owner will then go to the city treasurer's office to pay the respective fine for illegal parking before proceeding to the Traffic Enforcement Unit and showing their receipt to claim their confiscated plate number.


As an observer of this activity, I noticed that our police officers are also considerate of others, particularly when removing obstructions in the Baguio City General Hospitals, where cars are parked on the sides of the road. Our traffic officers inquired with the security guard as to who owned the cars, and he informed us that they were owned by doctors on duty at the hospital. In these cases, I believe we should consider some illegal obstruction that is not literally causing traffic, particularly doctors on call for emergencies.
