"The more responsibility the Scoutmaster gives his patrol leaders, the more they will respond."--Robert Powell[1]

One important aspect of policing on maintaining public safety and order refers to “foot patrol”. It is a type of policing where officers patrol an assigned area on foot, rather than in a vehicle. In here, it allows officers to be more visible and present in the community, which can help deter criminal activity and allows officers to engage with community members in a more personal and direct manner, which can help build positive relationships between the police and the community. Also, it provides officers with an opportunity to observe and identify issues and problems in the community, and to take action to address them to make the community safer. In addition, Foot patrol can be safer for officers than patrolling in a vehicle, as it allows officers to have a better view of their surroundings and to be more aware of potential threats.

In order to maintain the orderly flow of the art display activity taking place in the area, P/CDT LOY-OD and 11 other Cadets assisted BCPO Station 7 Commander PMAJ ROGER KURT L PACIFICAR, BCPO SWAT UNIT Platoon Leader PLT JUN P TAD-O, and BCPO COMPAC 3 Commander PLT BAYAN in conducting a foot patrol along Session Road. This proactive approach to policing, which can be seen in all police stations and offices, aims to address problems before they turn into crimes. This decreases the fear of crime and fosters citizens' sense of control over their community. We all know that seeing police officers increases people's sense of security and confidence in their ability to act when needed.

In this particular day, PMAJ. Roger Kurt Pacificar discussed and briefed us on the activities and responsibilities of the BCPO Station 7 personnel. They also keep the city's peace and ordinances in accordance with their responsibilities. The Baguio City Police Office is known for having the most disciplined COPs in the Philippines. Following the orientation, BCPO station 7 Commander PMAJ. ROGER KURT PACIFICAR led us on a foot patrol through the Baguio City Public Market and to the 4 COMPACT station of BCPO station 7.

As we approached the busy Session Road, we were greeted and assisted by Station 7 Compact 3 Commander PCPT. BAYAN, who then toured us along the length of the road and explained to us the activities that take place on the road every week end. Every weekend, tourists from other cities and municipalities flock to the city to witness and enjoy the activities on the session road.

According to PCPT. JET BAYAN, Station 7 Compact 3 Commander, he says that despite the deployment of many personnel and FTP criminology students, the volume of cars and people visiting the city on Saturday and Sunday is still insufficient. He added that being a Commander on Compact 3 is difficult because you are in charge of the busiest street in the city of Baguio, and he is constantly under pressure, especially when there are activities going on in the congested area.

PCPT JET BAYAN told us, "Being deployed here, you must have HAPPY FEET to endure," and that you must have full strength and energy to walk up and down the Session road to supervise and check your personnel if they take up post in their duty areas. Pick pockets and harassment of cost players are the most common violations they encounter. These are minor violations, but they must be prevented and suppressed as soon as possible so that visitors and residents of Baguio can enjoy its activities.
